Grid congestion and limited connection capacity creating storage opportunities

Five things to know about BESS in Sweden.

No dedicated BESS-specific legislation exists. Storage is governed under general electricity market legislation and EU-aligned rules. Sweden is implementing the EU Electricity Market Reform provisions, including requirements for non-discriminatory tariff treatment for energy storage and streamlined permitting under the revised Renewable Energy Directive. Market participation is practically shaped by Svenska Kraftnät’s balancing service procurement framework and the terms of BSP agreements.

Revenue streams include Nordic balancing products and wholesale optimization. Swedish BESS projects can access FCR, aFRR, and optimization of Nordic wholesale markets (day-ahead, intraday, and imbalance), with the same Nordic market access as Finnish and Norwegian projects.

Grid congestion in southern Sweden creates both barriers and significant commercial opportunity. Limited transmission and distribution connection capacity, associated connection costs and extended timelines are practical barriers to project development. At the distribution level, constrained local networks face similar dynamics – connection is difficult to secure, but assets that do connect can capture value from local flexibility needs. The well-documented north-south transmission bottleneck (SE3/SE4 price areas) means batteries located in southern Sweden can capture material price differentials, making congestion management and arbitrage particularly attractive revenue streams.

Permitting follows standard environmental and building regulations. No special battery-specific license requirements exist. Standard planning and environmental impact assessment processes apply, with local municipality planning authority decisions for most projects.

The Swedish Energy Agency is increasingly focused on storage within the national energy strategy. Industrial electrification, data centre growth, and decarbonization targets are all increasing demand for flexibility services. The Swedish Energy Agency and broader national energy strategy are increasingly focused on flexibility as a system need. Energy storage is recognized as one of several flexibility resources, alongside demand-side response, interconnectors, and flexible generation, rather than as a standalone policy priority. Svenska Kraftnät has acknowledged the need for significant new storage capacity to complement the ongoing expansion of wind power generation.
