Energy storage in Poland

Current regulatory developments

Five things to know about BESS in Poland.
Poland is rapidly emerging as a leading European BESS market and battery manufacturing hub. Driven by the transition away from coal and increasing renewable deployment, battery storage is becoming critical to grid stability and energy security. Poland is also one of Europe's largest battery manufacturing centers.
BESS is winning a growing share of Capacity Market auctions. In the Capacity Market auction for delivery year 2029, BESS secured approximately 2.5 GW of the 8 GW awarded. Storage accounted for around 31% of committed capacity, compared with only 3% in 2022.
A complex permitting and licensing regime applies, now subject to stricter timelines under the Grid Act (UC84). Storage facilities above 10 MW require an electricity storage license, while facilities above 50 kW must be entered in the national storage register. Under the Grid Act, BESS projects must obtain a final building permit covering at least 80% of contractual connection capacity within 24 months of signing a grid connection agreement, or the agreement expires automatically. Mandatory collateral must be provided within 14 days of signing.
Multiple revenue streams support project economics. BESS projects can generate revenues through Capacity Market contracts, day-ahead and intraday power markets, balancing services, ancillary services, aggregation arrangements and optimization agreements.
Grid connection reform has moved from watchpoint to enacted law, but grid constraints remain the primary bottleneck, whether the Grid Act can clear the backlog quickly enough, and the rules for a new competitive grid capacity allocation process (to replace some of the queue-based system) are key watchpoints.
