National Minimum Wage
Impact date: 1 April 2026
The Mozambican Government has enacted a comprehensive readjustment of national minimum wages across eight regulated economic sectors, through Ministerial Diplomas No. 34/2026 to 41/2026, published in the Boletim da República (Series I, No. 94) on 20 May 2026.
The new minimum wage rates, by sector and sub-category, are as follows:
Agriculture, Livestock, Hunting and Forestry
- All employees: 7,072.00 MT
Fisheries
- Maritime, industrial and semi-industrial fishing: 7,063.22 MT
- Kapenta fishing: 4,991.09 MT
Mineral Extraction Industry
- Large companies: 16,239.06 MT
- Quarries and sand pits (medium companies): 8,488.48 MT
- Salt mines (micro and small companies): 6,824.17 MT
Manufacturing (excl. bakery and cashew industry)
- General manufacturing: 10,622.50 MT
- Bakery industry: 7,500.00 MT
- Cashew industry: 7,000.00 MT
Production and Distribution of Electricity, Gas and Water
- Large companies: 12,775.00 MT
- Small and medium companies: 10,366.00 MT
Construction
- All employees: 8,652.00 MT
Non-Financial Services (excl. hospitality, private security and fuel retailers)
- General non-financial services: 10,845.00 MT
- Hospitality, tourism and similar: 10,600.00 MT
- Private security: 8,690.00 MT
- Fuel retailers: 10,079.00 MT
Financial Services
- Banks and insurers: 20,361.43 MT
- Micro-finance and micro-insurers: 17,924.17 MT
Employer implications/action needed Employers must ensure that payroll systems are updated to reflect the new minimum wages with retroactive effect from 1 April 2026, including payment of any resulting salary differentials.
Employer risk Failure to comply with the prescribed minimum wages constitutes a legal violation and may result in legal sanctions.
