Exemption from payment of social security contributions by employers
Impact date: 5 August 2025 As a result of vandalism of public and private property during July’s social unrest and to compensate for damage and facilitate the resumption of economic activity, a Presidential Order establishes the exemption from payment from social security contributions by employers, from 1 August to 31 December 2025, for employees covered by compulsory social protection.
The following conditions must be complied with:
- Registration under the Compulsory Social Security regime
- Regularized social security contribution
- Application of the aforementioned exemption
- Submit the aforementioned application with a certificate issued by authorities attesting to the existence of damage to the applicant taxpayer's establishments in that area, resulting from vandalism that occurred between 28 and 31 July 2025
- Prepare, on a monthly basis, from 1 August to 31 December 2025, the electronic payroll, maintaining at least the same number of employees

Professional Equivalency Granting Scheme
Impact date: 12 August 2025 The Presidential Decree no 157/25, 11 August establishes the Professional Equivalence Granting Scheme for training obtained in a foreign educational context, with the aim of aligning it with the levels of the National Qualifications Framework.
The process of granting professional equivalencies is developed by the entity responsible for the National Qualifications System and involves the following acts:
- Receipt, examination and analysis of applications for the granting of professional equivalencies and
- Issuance of a declaration of granting of professional equivalencies
