Reforms to the Legal Framework of the Family Benefits Regime under the Mandatory Social Protection System

Impact date: 22 May 2026 Presidential Decree No. 95/26 of 22 May 2026 repeals and replaces Presidential Decree No. 8/11 of 7 January, reforming the Legal Framework of the Family Benefits Regime under the Mandatory Social Protection System.

Key changes include:

  • a significant increase in benefit amounts (e.g. breastfeeding allowance quadrupled; family allowance tripled)
  • extension of the maternity allowance regime to self-employed and unemployed mothers
  • introduction of paternal substitution rights in maternity leave
  • an increase in the family allowance age limit from 14 to 18 years
  • until the entry into force of legislation revoking Presidential Decree No. 50/05 of 8 August, the amount of the funeral allowance is increased from Kz 25,000.00 to Kz 100,000.00
  • digitalization of application procedures
