Current status

Luxembourg submitted Draft Bill No. 8648 on 29 October 2025. The Draft Bill was approved in a first constitutional vote on 21 May 2026. On 28 May 2026, the European Commission launched infringement proceedings against 20 EU Member States (including Luxembourg) for failing to notify full transposition by the 27 March 2026 deadline. The Member States concerned have two months to respond, failing which the Commission may escalate the proceedings by issuing reasoned opinions and, ultimately, referring the cases to the Court of Justice of the European Union.

Next steps

A request to waive the second constitutional vote has been filed. Final adoption and publication are still pending.

The draft law aims to amend the Luxembourg Consumer Code to transpose the ECGT (Directive (EU) 2024/825), including rules on environmental claims, consumer information and unfair practices.
