Current status

On 9 April 2026, the Finnish Government approved its legislative proposal to implement both the Green Transition Consumer Protection Directive (EU) 2024/825 and the Right to Repair Directive (EU) 2024/1799. The proposal would amend the Finnish Consumer Protection Act, the Waste Act and the Act on the Powers of Consumer Protection Authorities.

On 28 May 2026, the European Commission launched infringement proceedings against 20 EU Member States for failing to notify full transposition by the 27 March 2026 deadline. The Member States concerned have two months to respond, failing which the Commission may escalate the proceedings by issuing reasoned opinions and, ultimately, referring the cases to the Court of Justice of the European Union.

Next steps

The approved Government proposal must now proceed through the Finnish parliamentary process before the legislation can be enacted.

Finland has raised concerns about the lack of an EU-level transition period before the application date of the Green Transition Consumer Protection Directive. The government considers that immediate application could render existing stock and packaging non-compliant, creating significant waste and costs for businesses.

To address these concerns, Finland has proposed a national six-month transitional period. Under this approach, certain requirements would effectively apply from 27 March 2027 rather than September 2026. The government argues that this would help avoid the destruction of usable products and mitigate potentially significant financial impacts on businesses. Finland is also advocating for a coordinated EU approach, while Sweden is pursuing a similar delay with implementation expected from January 2027.

To implement the directive, the report proposes amendments to Chapters 2 and 6 of the Finnish Consumer Protection Act, to the Government Decree on Unfair Commercial Practices in Marketing and in Customer Relations and to the Act on Certain Powers of the Consumer Protection Authorities . The amendments concern information provided in marketing and the trader’s pre-contractual information obligations.

The legislative package also contains measures implementing the Right to Repair Directive and proposes amendments to the Waste Act. The reforms are intended to strengthen consumer information requirements, address misleading environmental claims and support the EU’s broader green transition objectives.
