Progress overview

Current status

The draft is currently in the parliamentary legislative process and has been sent to the third reading. The draft explicitly aims to transpose Directive (EU) 2024/825 into Estonian law. The legislative process is ongoing and the act has not yet been adopted. As the transposition deadline of 27 March 2026 has already passed, Estonia has not completed transposition within the required timeframe.

On 28 May 2026, the European Commission launched infringement proceedings against 20 EU Member States for failing to notify full transposition by the 27 March 2026 deadline. The Member States concerned have two months to respond, failing which the Commission may escalate the proceedings by issuing reasoned opinions and, ultimately, referring the cases to the Court of Justice of the European Union.

Next steps

The bill must pass the third reading and be formally adopted by the Riigikogu. According to the current legislative timetable, the final vote has been proposed for 17 June 2026. After adoption, the law must be promulgated and published before entering into force.

Additional information

The draft remains primarily focused on amendments to the Consumer Protection Act, including new concepts such as “environmental claim”, “sustainability label” and “software update”, and on strengthening the rules on unfair commercial practices, particularly in relation to greenwashing. A further notable development is that amendments have been proposed to address the practical treatment of goods and packaging produced before 27 September 2026. Under the current proposal, manufacturers and traders may, for one year from 27 September 2026, use a clear and understandable corrective notice in relation to such goods and packaging, provided that the notice is not misleading. There have also been technical amendments intended to ensure more accurate transposition, including replacing the narrower concept of “administrative authority” with “public sector authority” in order to better reflect the wording and scope of Directive (EU) 2024/825.
