Progress overview

Current status

On 9 June 2026, the Council of Ministers submitted to the Bulgarian National Assembly a draft bill amending the Consumer Protection Act, intended to transpose Directive (EU) 2024/825. The bill has been assigned to the competent parliamentary committees, although no dates for committee discussions have been announced so far.

On 28 May 2026, the European Commission launched infringement proceedings against 20 EU Member States for failing to notify full transposition by the 27 March 2026 deadline. The Member States concerned have two months to respond, failing which the Commission may escalate the proceedings by issuing reasoned opinions and, ultimately, referring the cases to the Court of Justice of the European Union.

Next steps

The draft bill is currently awaiting consideration by the competent parliamentary committees. Once reviewed and voted on at committee level, it will proceed to plenary readings in the National Assembly. No dates for the committee discussions have been announced so far.
