Current Status: Implemented
Expected or actual implementation date or timeline
The amendments transposing the CER Directive into Lithuanian law entered into force on 15 November 2024.
The provisions of the CER Directive were transposed across several pieces of Lithuanian legislation; however, the Law on Crisis Management and Civil Protection of the Republic of Lithuania was chosen as the primary legal instrument for aligning national law with the framework of the CER Directive.
However, it appears that certain implementing measures required by the law have not yet been adopted (or, at least, could not be identified from publicly available sources):
1) By 16 January 2026, the Government of the Republic of Lithuania must adopt the implementing act approving the guidelines on strengthening the resilience of critical entities;
2) By 16 May 2026, the Government of the Republic of Lithuania must adopt the implementing act approving the list of critical entities.
If implemented, whether a transition period applies and, if so, its duration
Each identified critical entity must, within 9 months from receiving the initial relevant notification from the authority, carry out a risk assessment, implement the required resilience measures, prepare a resilience enhancement plan etc.
Other important remarks/notes
Kindly note that there is relatively limited publicly available information regarding the implementation of the CER Directive in Lithuania. In particular, no official public announcements, guidance materials, or detailed updates concerning the identification of critical entities or the adoption of the relevant implementing measures could be identified from publicly available sources. Therefore, it remains unclear whether all implementation steps required under the national legislation have already been completed.
