The Ministry of Interior published for public consultation Draft Law on the Resilience of Critical Entities in May 2025, however, the Draft Law has not been submitted to the National Assembly for adoption, and there are no public statements as to the necessity for the delay or providing implementation timeline. The EU Commission has referred Bulgaria to the CJEU for failing to transpose the CER Directive.
